Dear all,

please receive attached a new draft text fort the HLPF. As you can see below negotiations are ongoing. But it seems that this new version is already much closer to a deal. On the other hand, while many paras are agreed ad ref some important parts of the text are still open for negotiations.

Anyway, all in all it seems that we end up with a slightly less complex forum with less layers, and will have to spent less time in New York than one had to fear reading the compilation text of 6 June. OP6 reads now as follows:

OP6. Decides that the meetings of the forum under the auspices of the General Assembly will: (Agreed ad ref)

a) be convened at the highest possible level, aiming at the participation of Heads of State and Government;

b) be convened every four years by the President of the General Assembly for a period of two days, at the beginning of the General Assembly session, as well as on other special occasions, as needed, upon decision by the General Assembly;

c) be chaired by the President of the General Assembly; (Agreed ad ref)

d) result in a concise political declaration to be submitted for the consideration of the General Assembly;

But one has to stress that not all parts of this para are already agreed ad ref!

Anyway, luckily they don’t plan anymore for an additional layer by organizing prepcoms for the meetings to be held under the auspices of the ECOSOC. Also, while the regional commissions are invited to contribute to the work there is no longer the provision that they have to organize regional meetings. This gives more flexibility, even if most likely we will end up with at least some of the regions organizing regional preparatory meetings.

Regarding the participation of Major Groups and other stakeholders there is not much changed compared to the Co-Facilitators proposal of the previous version. But obviously this text has not yet been agreed ad ref. So we will have to see where we will end up. If they will stick to the current text I think that we are OK, even if one will have to see how these rules will be applied in practice.
